By accessing or using MSHA Intelligence (“the Service”), operated by CementOps AI LLC (“we,” “us,” or “our”), you agree to be bound by these Terms of Service. If you do not agree, do not use the Service.
MSHA Intelligence provides AI-assisted research over periodically refreshed public Mine Safety and Health Administration (MSHA) enforcement data and official 30 CFR sources. Current capabilities include mine and citation lookup, enforcement analysis, official-source lookup, selected comparison of two to five MSHA mine records, and grounded analysis of user-supplied citation facts. The Service offers free access and a paid Pro subscription.
Selected Plant Comparison is available to active Pro subscribers for interactive use, subject to a 100-comparison UTC-day fair-use guardrail. It uses one common enforcement-data window, reports source coverage and mine-classification differences, and does not calculate an overall safety score or legal compliance ranking.
Photo Review is available to active Pro subscribers and provides Potential Violation Review and Inspector / Citation Review for visible surface metal/nonmetal conditions under Part 56. Candidate provisions are screening leads, not final violation or citation determinations. It is limited to 10 completed reviews per UTC day and 100 completed reviews per calendar month per user.
The Service provides informational analysis only. Nothing provided by the Service constitutes legal advice. You should consult qualified legal counsel for specific compliance questions, citation contests, or regulatory matters. We make no guarantees regarding the accuracy, completeness, or timeliness of any analysis or recommendation.
Plant comparisons describe selected historical MSHA records. Differences in citations, orders, S&S designations, inspection activity, penalties, or accident records do not establish that one plant is currently safer, more hazardous, or more compliant than another. Inspection-normalized metrics are not normalized for workforce exposure, production, plant size, or operating hours.
Photo Review screens visible conditions only. It does not determine compliance, predict a citation, decide reportability, replace required examinations, or substitute for an inspector, qualified safety professional, competent person, or legal counsel.
You are responsible for maintaining the security of your account credentials. New Pro subscriptions are billed in advance monthly. Existing legacy subscriptions may retain the cadence shown in their Stripe billing account until changed or canceled. You may cancel at any time through secure Stripe billing; cancellation takes effect at the end of the current billing period, and you retain access through that period. Refunds are not provided for partial billing periods.
Unlimited is subject to fair use: sustained automated or scripted traffic may be throttled; the product is for interactive research use.

The Service is built on publicly available MSHA enforcement data obtained from the U.S. Department of Labor’s MSHA Open Government Data initiative. We do not guarantee that our database reflects the most recent MSHA data releases. Data-backed answers include retrieved sources and limitations; general guidance without a retrieved source is explicitly labeled.
CementOps AI LLC owns its Service software, original code, interfaces, prompt systems, workflows, configurations, branding, and proprietary analytical methods, subject to applicable third-party and open-source licenses. Third-party AI models, including Anthropic’s models, remain the property of their respective providers and are used under their applicable terms. MSHA enforcement data itself is public domain. Nothing in these Terms claims ownership of a third party’s model or of public data.
TO THE MAXIMUM EXTENT PERMITTED BY LAW, CEMENTOPS AI LLC SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES ARISING FROM YOUR USE OF THE SERVICE, INCLUDING BUT NOT LIMITED TO LOSSES FROM RELIANCE ON SERVICE OUTPUT FOR REGULATORY COMPLIANCE DECISIONS.
We reserve the right to modify these Terms at any time. Material changes will be communicated via the Service or email. Continued use after changes constitutes acceptance.
